Legal basis: Article 63 of the Implementation Rules of the Regulations on the Administration of Registration of Enterprise Legal Persons of the People's Republic of China stipulates that for enterprises and operating units that engage in business activities without approval and registration, they shall be ordered to terminate their business activities and their illegal gains shall be confiscated.
A fine of no more than three times the amount of illegal gains shall be imposed, and if there are no illegal gains, a fine of no more than 10000 yuan shall be imposed.
